Regenerating Youngstown and Mahoning County Through Vacant Property Reclamation: Reforming Systems and Right-Sizing Markets

February 2009

After several conversations and a scoping visit in 2007, the Youngstown-Mahoning County Vacant Properties Initiative (VPI) steering committee requested that NVPC design a work plan and proposal to conduct a regional assessment of existing vacant property policies and programs in the City of Youngstown and Mahoning County. The goal was to identify the challenges and opportunities facing the city and the county and propose recommendations for how to proceed.


The NVPC’s project work is organized into three phases: 1) an assessment report that evaluates existing city and county vacant property systems (programs, policies, and projects); 2) an action plan of next steps for implementing the report’s recommendations; and 3) pilot testing the system reforms through special implementation workshops. This report and policy brief cover the first two phases.
